Digital Access & Support Hubs - PBDA
KINBER’s statewide initiative empowering local institutions with the technology, training, and support residents need to thrive
This initiative uses laptops provided through the Pennsylvania Broadband Development Authority’s Digital Connectivity Technology Program, combined with KINBER’s investment in training, systems, and support, to bring device access, digital skills training, and hands-on support directly to residents across Pennsylvania. Through these partnerships, community institutions become trusted Digital Access & Support Hubs that help residents navigate essential online services and create clearer pathways to learning, work, and civic participation.
The initiative operates through two core components: community-based Digital Learning Labs and a no-cost Device Loan Program.
Organizations partnered with KINBER’s Digital Access and Support Hubs initiative will develop community centers that provide dependable digital access and comprehensive digital skills training to their residents. This strategic collaboration with local organizations builds on two fundamental pillars:
Laptop Loan Program
This program extends access to technology beyond community hubs. Through this program, residents can:
Borrow Digital Devices: Access laptops for on-site or extended off-site use.
Build Digital Skills: Benefit from digital training resources provided with each device, including access to online learning resources and opportunities.
Digital Learning Labs
The Digital Learning Labs are designed to be trusted community hubs. In these spaces, residents can:
Access Technology: Use free, internet-connected laptops.
Acquire and Improve Digital Skills: Engage in digital training programs that offer both structured guidance and self-paced learning options.
Receive On-Site Guidance: Benefit from the dedicated expertise of digital navigators who provide on-site support for digital skills development and address support needs.
Beyond our Laptop Loan Program and Digital Learning Labs, KINBER is piloting AI-Ready Workforce Hubs to help partners deliver essential AI-ready skills to the people they serve.
Our Statewide Footprint
This map highlights the institutions currently operating within KINBER’s statewide Digital Access & Support Hub network. These hubs combine PBDA-funded devices with KINBER’s direct investments in training, readiness, and program infrastructure to deliver community-based digital services.
